A planned software release will take place on 2019-03-28 at 9:00PM EST/EDT

This update:
- fix bug with Spot-based flights not delivering as expected
- adds new restrictions to targeting for flights with traffic method 'Mid-Roll Spot (In-Stream CPS)'. Targeting rules for this traffic method will no longer be supported; hence, the ability to add targeting rules for this traffic method will no longer be available in the UI and MB-API.

The following components will be updated:
- TAP UI
- MB-API

Ad delivery will not be affected
