Earlier this year, IAB Europe observed that some Transparency and Consent Framework signals (TCF) were identifying as generated by a CMP with ID of 1 or 0. However, every CMP operating under the TCF must be registered with IAB Europe, and agree to adhere to the requirements of the TCF so that participating vendors know the identity of the CMP generating the consent signals.
ID 1 and ID 0 are not registered by a CMP in use.

As a result, on Monday, October 14th, our DSP partners (including Xandr/AppNexus) will begin to remove personal data (cookies, etc.) from auctions with inventory with CMP ID=1 or CMP ID=0.

To avoid a potential decrease in demand for your inventory, we recommend that you take one of the following actions by Monday, October 14th to ensure that you are using a valid CMP ID:

• Ensure you have a registered CMP, and
• Verify with your CMP that the registration ID is properly set in the TCF consent string, for consent given now as well as consent previously given (from what we observed, the issue tends to happen on consent given a year ago and more).
